- Is

you park vehicles at Pen Mar Park overnight or over weekends, while hiking on the

Yes, but only at the parking lot
located outside of the park and at the owner's expense if any vandalism should occur.
- When
are the parks open and what are the hours?
Parks are open from the 1st
Saturday in May until the last Sunday in October, except Marty Snook Park which is open
all year. The hours are 9:00 AM until Sunset.

- Whom
do I speak to about drainage problems?
Drainage problems can involve
any number to public agencies or private parties, depending on the nature of the problem.
Following these general rules should help direct you to the most appropriate agency.
- If the problem includes a stream, creek or river that has flowing
water at some point during the year, other than immediately after a rain storm, then most
likely the Army Corp of Engineers (ACOE) 410-962-4527 and/or the Maryland Department of
the Environment (MDE) at 301-665-2850 will need to be contacted.
- If the problem involves roadside drainage or water draining from a
County maintained roadway, then contact the Washington County Highway Department at
240-313-2720.
- If the problem involves roadside drainage or water draining from a
State maintained roadway, then contact the Maryland State Highway Administration at
301-791-4790.
- If the problem involves roadside drainage or water draining from a
roadway located within an incorporated municipality, then contact that municipality.
- If the problem involves water draining onto your property from
adjacent property as a result of recent grading activity or because of existing
conditions, contact the Washington County Engineering Department at 240-313-2400 for
properties within the County, and the associated municipality for those properties within
an incorporated municipality.
- If the problem involves water draining onto your property as a
result of adjoining property owners redirecting gutter downspouts, this becomes a civil
matter between property owners and Washington County has no jurisdiction or involvement.
- Whom
do I speak to about having the speed limit changed on my street?
County speed limits are usually
determined based on County policy, while some are established based on an engineering study. If
you have a concern, please call the Washington County Engineering Department at
240-313-2400. Please note that studies have shown that changing a speed limit posting
often does NOT reduce the travel speed on the affected roadway.
- How
can I get traffic to slow down on my street?
Several approaches
are
used to slow traffic. Generically, a hierarchy of techniques is used
and includes, in order of preference, improved education/signing,
increased police enforcement and the construction/installation of
physical devices. Collectively, the techniques are often
referred to as "traffic
calming."
The initial approach to address speed is through education of the
public of the appropriate speeds through enhanced and proper speed
limit sign placement. If that fails by itself, then increased enforcement
would be suggested. For those jurisdictions that allow
installation of physical devices, they would be used only after the
demonstrated failure of the first two techniques and after an
appropriate study determines which, if any, physical devices would
achieve the desired result. Ineffective results and/or
unanticipated conditions can develop with inappropriate use of these
types of devices.
Due to legal, political and cost considerations, Washington County
has not approved the physical devices for general use on existing
streets. One test location has been installed and another is
planned for the near future. Several new developments under
construction include a physical type of traffic calming device known
as a mini-roundabout. The existing location is being monitored
and the new ones will be as well, and the findings will be
incorporated into general discussions regarding traffic
calming. However, until such time as Washington County
formally approves the general use of physical devices, proper
signage and increased speed enforcement are the only techniques
currently available to slow traffic speeds on existing streets..

- Whom
do I speak to regarding mud on the roadway?
The Maryland Department of the
Environment (MDE) enforces erosion and sediment control requirements
in Washington County. For mud on all roadways, please contact MDE at 301-665-2850.
In addition, for mud coming from a roadway construction project:
along a State Road, contact the State Highway
Administration at 301-791-4790; along a County Road, contact the
Washington County Engineering Department at 240-313-2400; and along
a road inside a municipality, contact the Municipality.

For private roads, contact the property owner. If not known,
ownership
can be determined by examining the County land records, located at the Court
House.
- What
is required before the County will maintain a private road?
The County generally only
maintains roads/street owned by us. We will only accept roads/streets that meet applicable
standards. Existing private streets are evaluated on a case by case basis. The current
owners of private streets will be required to bring the street up to determined standard
and dedicate to County all necessary right-of-ways, at their expense. Once these items are
completed, the County will formally accept the street into our highway system and take
over future maintenance. For additional information, please contact the Washington County

- How
do I acquire an entrance to a County road?
All entrances onto County roads
must be approved by the County. Property owners (or their agents) wishing to construct an
entrance should apply for an Entrance Permit at the Department of Permits and Inspections,
80 West Baltimore Street, Hagerstown MD. Application fee is $25. A performance security
must be provided ($1500 for residential, $3000 for commercial entrance and $5000 for new
street connection). Permits/security are good for two years. A final inspection will be
performed by County personnel prior to closing the permit and releasing the security.
Question regarding the application process should be directed to the Department of Permits
and Inspections at 240-313-2460. Questions regarding requirements, design and construction
specifications should be directed to the Engineering Department at 240-313-2400.
- What
is a grading permit and when is it required?
A grading permit is a permit
issued by the County to insure that all grading activities, as shown on associated plans,
are designed in compliance with applicable rules and regulations governing grading
activities (including drainage, stormwater management, and erosion and sediment control).
Permits are required for commercial construction, residential construction on lots less
than 2 acres in size and for all grading in areas of special concern as determined by the
Engineering Department. Grading permit application can be made at the Department of
Permits & Inspections, 80 West Baltimore Street, Hagerstown MD (240-313-2460). Fees
vary depending on the amount of ground disturbed.
County grading permits do not cover State and Federal
requirements. All permits necessitated by State and Federal requirements must be obtained
directly from those agencies.
- How
do I get additional traffic signs placed in my neighborhood?
Washington County abides by the
Manual on Uniform Traffic Control Devices (MUTCD) and the Maryland State Highway
Administration Supplement for the use and placement of all traffic control devices.
Current signing no longer in conformance with these documents will be corrected as part of
routine maintenance.
Any request for change in signing along County roads should be
made to the Washington County Highway Department (240-313-2720) for their evaluation. If
additional study is necessary, the Engineering Department will provide these services in
accordance with accepted procedures.
- Why
can't my children have a basketball hoop placed at the edge of the road?
County roads are primarily
intended to provide a travel way for motor vehicles, they are not intended as playgrounds.
Washington County is legally charged with duty to control all activities within our
rights-of-way and we consider such activities not only unacceptable, but unsafe. As we
become aware of such installations, we will request the property owner to remove it, or we
will do so at the owner's expense.
Every year, many children are struck in and around roadways, and
some are seriously injured. Regardless of the amount of traffic at your location, inviting
children to play in the street is not prudent and not in the best interest of safety.
- How
do I obtain copies of the Engineering Department's standards, specifications, policies and
ordinances?
These documents are available
in hard copy, for no charge, in the Engineering office at 80 West Baltimore Street,
Hagerstown MD. Many of them will soon be on the web site.
- There
are numerous paint marks on my road, what does this mean?
Typically, this would mean
either this area is to be included in a construction project or the area has been involved
in a surveying/engineering effort. Either of these could be related to a public or private
project. Should you require additional information for County roads, contact the
Engineering Department at 240-313-2400.
For State or municipal roads, you should contact those
jurisdictions for additional information.

- How
do I know if my road is maintained by the County?
A call to your appropriate
Highway Department Section will verify if your street is County-maintained.
- How
do I request road repair?
Requests can be called into
your appropriate Highway Department Section. Please see department hours above. For after
hour emergencies for all sections, please call 240-313-2720.
- Who
is responsible for the water ponding on my property?
That depends on where the water
is coming from. If the water comes from a County-owned road or lot, then the County will
investigate and determine responsibility. Requests can be called into your appropriate
Highway Department section. If the water is coming from your neighbor's private lot, it
would be a civil matter between property owners.
- Who
cleans out ditches and storm drains?
The Highway Department not only
cleans, but repairs County-owned ditches and storm drains. Requests can be called into
your appropriate Highway Department Section.
- Who
will pick up debris and litter along roadways?
The Highway Department picks up
litter and debris in the County-owned right-of-way along roads. Requests can be called
into your appropriate Highway Department Section.
- Who
cuts the grass along the roads?
The Highway Department cuts the
grass along County-owned road and County-owned lots. Requests can be called into your
appropriate Highway Department Section.
- Who
cuts the tall grass/noxious weeks on private lots?
The property owner is
responsible for cutting grass/weeds on private lots; however, if the grass/weeds are not
properly maintained, they are in violation of certain County Codes. Violations should be
reported to the Permits and Inspections Department at 240-313-2460.
- Who
trims and removes trees in Washington County?
The Highway Department trims
all trees and removes DEAD trees on County-owned property. If the tree is not dead, a
permit from the Department of Natural Resources is required before the tree can be
removed. Requests can be called into your appropriate Highway Department Section.
- Who
can I call to get my street plowed?
The Highway Department performs
snow removal operations on all County-maintained roads/streets. Requests can be called
into your appropriate Highway Department Section.
- Who
repairs traffic signs and signals?
The Highway Department installs
and repairs traffic control signs, street name signs and signals along County-owned roads.
For sign and signal maintenance, please contact the Highway Department Central Office at

To request a study for a new sign or signal on County-owned
roads/streets, please call the Engineering Department at 240-313-2400.
- When
will my street be paved?
The Highway Department rates
and prioritizes roads for resurfacing. To find our where your road is on our priority
list, please contact our Central Office at 240-313-2720, or fax us at 301-791-2897.
- Who
do I call to remove dead animals from the road?
The Highway Department will
remove dead animals on County-owned roads only and can not go onto any privately owned
property. Contact the Maryland State Highway Department at 301-791-4790 if the carcass is
on a State owned Highway, or the associated municipality for those streets within an
incorporated municipality.
- Who
do I call to report sink holes?
The Highway Department should
be contacted in the event of sink holes on County-owned roads, County right-of-ways and
easements only. Contact the Maryland State Highway Department at 301-791-4790 if the sink
hole is on a state owned Highway, or the associated municipality for sink holes on streets
within an incorporated municipality.

- Where is
fixed-route bus service provided?
Service is provided to Funkstown, Longmeadow, Maugansville, Robinwood, Smithsburg, Valley Mall, Williamsport, and throughout the city of Hagerstown.

- When is
fixed-route service available?
Service is available Monday-Friday from 6:00 AM - 9:45 PM, and on Saturday from 7:45 AM - 9:45 PM.
- What days is the County Commuter closed?
The County Commuter is closed on Sunday and the following holidays: Independence Day, Memorial Day, Labor Day, Thanksgiving Day, Christmas Day, and New Year's Day. Modified service is available on Christmas Eve.
- Where does the bus stop?
County
Commuter fixed-route buses will stop at most corners along their regular route.
Simply raise your arm and indicate your desire to board.
- How do I let the driver know that I need to get off the bus?
Just before you reach your stop, pull the cord located above the window to let the driver know you wish to disembark.
- Will I have to pay again if I need to change buses?
It may be necessary to ride two different buses to reach your destination. If this is the case, when you board the first bus
and pay your fare, ask the driver for a transfer slip. When you board the
next available bus, present the driver with the transfer slip in place of paying another fare. Transfers are redeemable only at the
specific location for which they were issued. Locations include
the Transfer Point, Public Square, Valley Mall Food Court, Martin's on the Dual Highway and authorized substitutions. Transfers are not guaranteed. If you have a monthly pass, you do not need to ask for a transfer slip.
- How accurate are the
fixed-route schedule times?
Scheduled times are approximate. Please be at the designated locations 5 minutes before times listed. Please have your fare ready before you board the bus.
- How do I pay for my fare?
When paying with cash, exact change is required. Fareboxes take U.S. dollar bills and coins. There are numerous reduced-fare tickets and monthly passes available from the County Commuter office located at 1000 West Washington Street, Hagerstown MD 21740. In order to receive a reduced fare
(reduced fare application), you must show proper ID when boarding the bus. Acceptable types of ID are County Commuter, Medicaid/Medicare and student ID cards.
- How much does
it cost to ride fixed-route buses?

- How much do
children pay to ride the bus?
Children
under the age of five (5) are permitted to ride free as long as they
are under the supervision of a paying adult. Does not apply to
groups.

- What is
complementary Paratransit?
In response
to the Americans with Disabilities Act (ADA) of 1990, the County
Commuter offers complementary Paratransit service to persons who are certified as
not able to utilize fixed-route public transportation. The ADA service
area includes any trip origination and destination within 3/4 of a
mile on either side of the fixed-route system. Paratransit is curb-to-curb and any client requiring assistance
to or from the vehicle or while traveling may have a Personal Care
Assistant (PCA) ride along with them at no additional cost.
Trip request(s) may be made until the close of business day the day
prior, but not more than 14 days before the trip and are on a "first
come first serve" basis.

Are all persons with disabilities eligible for complementary Paratransit?
No, most
persons with disabilities can use County Commuter's Accessible buses
on regular fixed bus routes. Only those persons whose disabilities
meet certain criteria will be eligible for Paratransit services.
- How much will
Paratransit rides cost?
Current
one-way fare is $2.00 per person.
- What if I have a
personal assistant who helps me get around?
The
assistant will be able to ride with you on Paratransit at no charge.
Children under the age of five (5) may also ride for free. All
others, including children age five (5) and over, will be charged
$2.00 each.

Is complementary Paratransit available anywhere in Washington County?
Federal
regulations require Paratransit services to be provided 3/4 of a
mile on either side of a regular bus route. This means that
most of Hagerstown, and those rural areas served by County Commuter are
served by Paratransit.
- What times will I
be able to use complementary Paratransit?
Full Paratransit
service is available during the hours of 6:00 AM - 6:00 PM,
Monday - Friday, and 7:45 AM - 6:00 PM on Saturday.
Modified evening service is also available. Reservations are required.
- How can I become
eligible for complementary Paratransit service?
Call the
Paratransit hotline at 240-313-2750, menu option #2.
Interested individuals must complete an
application and have it
certified by a healthcare professional, then mail or bring the
application to the County Commuter office. You will be notified
via U.S. mail, as to your eligibility.

County Commuter
Ride Assist Program

- What is
the Ride Assist Program?
Ride Assist is a transportation program developed to assist persons
with disabilities and seniors in meeting their transportation needs.
The program utilizes outside contractors to provide general purpose
transportation for eligible individuals who cannot utilize the
County Commuter fixed-route buses. Trips can be for any purpose.
Reduced fares are available based on eligibility.
- Who
is eligible for the program?
Any senior
(age 60 or over) and/or persons with disabilities may be eligible
provided they cannot utilize County Commuter fixed-route buses for one or more
reasons. Disabled applicants, who are under the age of 60,
must have a Health Care Professional sign the application certifying
disability.

How do I apply?
Simply

for a printable application, or you can call the County Commuter
office to have an application mailed, or stop by 1000 West
Washington Street, Hagerstown MD. Complete the application
and, if necessary, have a Health Care Professional sign their
portion, then mail or bring the application to the County Commuter
office. You will be notified by mail of your eligibility.

How do I purchase vouchers?
Vouchers
may be purchased at the County Commuter office or by mail, by
sending a check or money order, in the amount of the vouchers
desired. Your vouchers will then be mailed to you.
- How do I
save money using the vouchers, and how many may I buy each month?
Based on
the location of your residence, you will be allowed to purchase as
many as fourteen (14), $10 packets of vouchers per month at a
reduced rate. The number of voucher packets to which you are
entitled will be shown on your photo ID card. By using the
vouchers, you will save at least 50% in the cost of taxi fares.
- What
type of vehicles are available and what hours to they run?
Contractor
vehicles are available Monday - Saturday, 6:00 AM - 10:00 PM.
Wheelchair accessible vehicles are also available.
- How
do I schedule a ride?
Call the
authorized contractor to schedule your trip. After your trip,
show the driver your photo ID and pay him with the vouchers.
Vouchers come in $1.00, $.50 and $.25 denominations. Simply
give the driver enough vouchers to cover the cost of your trip.
Tipping your driver is encouraged, but ride assist vouchers cannot
be used for this purpose.

Is there a time limit on using the vouchers?
No, if you
do not use all the vouchers you have purchased in the course of
a month, you may use them at a later time. You MUST however
purchase vouchers within the year or you will be removed from the
program.
